We are also the approved trainers for the Indiana Utility Regulatory Commission regarding the Indiana 811 law. Steve Baker has experience training almost 2,800 companies who have violated the Indiana state dig law along with proactive training sessions for private companies.
Steve brings his mantra of “Safety and Quality” to all of his training sessions to keep teams and the community safe out in the field.
Steve Baker has experience in underground utilities stretching back 50 years. He co-founded SM & P Construction Company in 1973. The company focused on trenching in cables for telephone and power companies. In 1979, the company was renamed to SM & P Conduit Company and started as the original contract locating company in the United States. As the locate company began to grow throughout the greater Midwest, it was renamed to SM & P Utility Resources. The company was acquired by the Indianapolis Water Company in 1993 and Steve continued on as president until he “retired” in 1998. Steve then began doing consulting work for various companies until 2011 when he and his son Dan started a private utility locating company and consulting firm, Baker Utility Partners.
They began doing the training for the Indiana Utility Regulatory Commission in 2011 and continue today doing the training as Utility Protection Trainers LLC.
Steve served as a medical corpsman in the US Navy from 1969-1973 and was based in Bethesda, Maryland and later served in Viet Nam. He was awarded the Navy Achievement Medal in 1972.
Steve is a past chairman of the Central Indiana Damage Prevention Council. In his community he has been a board member of the Conner Prairie Historical Museum and currently serves on the Indiana Golf Association and Indiana Golf Foundation boards.
Steve has three children, five grandchildren and resides in Noblesville, with his wife.
